Why tearing off beats roofing over.

A second layer of shingles goes down over whatever the first layer was hiding. The soft decking stays soft. The flashing that was leaking stays where it is. What changes is that nobody can see any of it any more, and the new shingles now sit on a base that was already failing.

Tearing off is the only way anyone finds out what the wood is actually like. It also costs more up front, which is the honest part of the argument: you are paying to see the deck and to fix what is under there, and that is what makes the second roof last like a roof instead of like a cover.

The tear-off is where a replacement earns its money or quietly does not. Three stages, and the middle one decides how long the roof lasts.
